LÁITHREACH BONN: Glactha ag Parlaimint na hEorpa leis an Dlí Athchóirithe Dúlra le farasbarr beag

LÁITHREACH BONN: Glactha ag Parlaimint na hEorpa leis an Dlí Athchóirithe Dúlra le farasbarr beag

In Strasbourg inniu ghlac Parlaimint na hEorpa leis an Dlí Athchóirithe Dúlra le farasbarr 54 vóta.

Faoin dlí nua tá dhá bhliain ag ballstáit le plean a réiteach a thaispeánfaidh conas a dhéanfaidh siad athchóiriú ar 20% de thalamh agus farraigí an Aontais Eorpaigh faoin mbliain 2030 agus athchóiriú ar na héiceaschórais ar fad faoin mbliain 2050. Creidtear go bhfuil an beart práinneach seo riachtanach más linn an bhithéagsúlacht a chaomhnú.

Vótáil comhpháirtíocht d’fheisirí ón eite dheis agus ón eite i bhfad ar dheis i gcoinne an dlí chomhréitigh seo ach chuaigh roinnt feisirí a bhaineann le Páirtí Phobal na hEorpa [EPP] in aghaidh an ghrúpa sin agus vótáil siad ar son an dlí nua, feisirí na tíre seo san áireamh.

Dúirt na Feisirí Eorpacha de chuid Fhine Gael Maria Walsh, Seán Kelly, Frances Fitzgerald, Deirdre Clune, Maria Walsh agus Colm Markey go bhfuil comhréiteach aimsithe sa socrú deiridh seo a chinnteoidh gur féidir beart a dhéanamh chun an bhithéagsúlacht a fheabhsú ach ag an am céanna go gcinnteofar go mbeidh an soláthar bia slán agus gur go deonach a bheidh ar fheirmeoirí tabhairt faoi na bearta athchóirithe.

Caithfidh airí comhshaoil an Aontais Eorpaigh glacadh go foirmiúil leis an Dlí Athchóirithe Dúlra nua an mhí seo chugainn ach glactar leis gurbh é vóta an lae inniu an chonstaic dheiridh a bhí roimh an reachtaíocht.

De réir anailís an Choimisiúin Eorpaigh tá drochbhail ar os cionn 80% de ghnáthóga nádúrtha na hEorpa.

Is cloch choirnéil thábhachtach i gcomhaontú glas conspóideach an AE an dlí nua, beart a tharraingíonn go leor conspóide, agus beidh sé le rá ag go leor gur leagan maolaithe de na moltaí atá sa dlí seo. Thángthas ar an margadh leasaithe seo tar éis d’fheirmeoirí agóidí trodacha a reáchtáil ar fud an Aontais le roinnt seachtainí agus iad ag iarraidh an conradh seo a chosc.

Léiriú ar an doicheall atá roimh an dlí go ndeachaigh an grúpa is mó sa bParlaimint, Páirtí Phobal na hEorpa [EPP], atá sa lár ar dheis, i gcomhar le feisirí atá i bhfad ar dheis i gcoinne an dlí seo inniu.

Dúirt Virginijus Sinkevičius, Coimisinéir Comhshaoil an AE, ‘nach athchóiriú an dúlra ar mhaithe leis an dúlra’ a bhí mar aidhm leis an dlí seo.

“Tá an dlí seo á thabhairt isteach lena chinntiú go mbeidh comhshaol againn inar féidir linn maireachtáil agus go gcinnteofar sláinte ns ndaoine atá beo anois agus na glúnta a bheidh ann amach anseo.”

“Lá tábhachtach é an lá inniu agus muid feasta ag tabhairt faoin dúlra a athchóiriú seachas a bheith á chosaint agus á chaomhnú mar a bhíomar go dtí seo,” a dúirt César Luena, Feisire Spáinneach ón ngrúpa sa lár ar chlé, Sóisialaithe agus Daolathaithe, an dream a bhrúigh an beart seo chun cinn.

Tá maolú déanta ag an Aontas Eorpach agus ag na ballstáit ar chuid de na bearta cosanta comhshaoil a bhí i gceist ar dtús de bharr léirsithe na bhfeirmeoirí ar fud an Aontais, cuid acu a bhí foréigneach go maith.

Caithfidh Comhairle an Aontais Eorpaigh an dlí athchóirithe dúlra seo a fhaomhadh sular féidir é a chur i bhfeidhm. Faoin dlí nua seo ní mór do bhallstáit 30% den talamh portaigh a draenáladh a athchóiriú mar a bhíodar roimhe sin [a athfhiúchadh] roimh 2030 agus feabhas a chur ar na táscairí [comharthaí] bithéagsúlachta talmhaíochta amhail fairsinge féileacán i dtalamh féaraigh agus éin ar thalamh feirme.

Moladh a bhí ag grúpaí comhshaoil do vóta an lae inniu in Strasbourg, 329 feisire a vótáil ar son an dlí nua agus 275 feisire ina choinne.
